Assistive Technology (AT) & Home Modifications (HM) Fee Structure

The following table outlines the compliant fee structure for AT and HM administrative and coordination activities, based on actual time spent and in accordance with the Support at Home Manual (v4.1).

All AT/HM costs must match actual invoices, quotes, receipts, prescriptions and evidence required under Section 13.7 of the Support at Home Manual. All costs must be itemised in the participant’s individualised budget and explained in clear language before approval.

• 1. Assistive Technology (AT) Product and Equipment Costs: The cost charged to the participant for AT products, equipment and wrap-around services will be the exact invoiced amount from the supplier plus any reasonable administrative activity directly related to sourcing, purchasing or arranging the AT item.
• 2. AT Administrative Activities (Actual-Cost Basis Only): Administrative work associated with AT is charged only when the activity is directly related to the participant’s assessed need and recorded in the individualised budget. The fee for administrative activities is charged at the provider’s hourly rate for Administration / Care Coordination: $95.00 per hour (pro-rata to actual time spent).
• 3. Home Modifications (HM) – Supplies, Labour and Contractor Costs: The cost charged for home modifications must match contractor invoices, material costs and professional service fees such as building assessors or occupational therapists.
• 4. HM Coordination Activities (Actual-Cost Basis Only): Coordination activities, including obtaining quotes, liaising with contractors, scheduling works and ensuring compliance, are charged at the provider’s HM Coordination hourly rate: $120.00 per hour (pro-rata to actual time spent).
• 5. Evidence, Transparency and Participant Approval Requirements:
  • All AT/HM invoices, receipts, quotes, prescriptions and evidence are retained in accordance with Section 13.7.
  • All costs must be itemised in the participant’s individualised budget.
  • All AT/HM costs must be explained in clear language before approval.

No percentage-based fees or mark-ups are applied. All charges reflect actual invoices and reasonable administrative or coordination effort.

Overnight Respite – Definitions & Billing Rules

Overnight respite is a Support at Home–approved service delivered under the ‘Home or Community General Respite’ category.

• Passive Overnight Respite (8 hours): Worker is permitted to sleep. Worker must remain on site and respond when needed. Additional hours beyond 8 hrs are billed at the standard hourly respite rate.
• Active Overnight Respite (8 hours): Worker remains awake throughout the entire shift. Suitable for high-risk participants requiring monitoring or regular assistance. Additional hours billed at active hourly rate.
• When Overnight Respite Can Be Used: To provide relief to the usual carer. When the participant requires supervision for safety. When the participant cannot remain safely alone overnight. When the worker is required to support night-time mobility, toileting, or behavioural needs.
• Billing Rules: Overnight respite is billed as a fixed 8 hour block. If the shift exceeds 8 hours, additional time is billed per hourly respite rate. Travel time may apply if included in the service agreement. Public holiday, Saturday, Sunday and After Hours loadings apply according to the schedule above.

Direct Care Management involves complex, clinically informed and risk-based activities requiring professional judgement, particularly where the individual presents with higher needs, clinical considerations or safeguarding risks.

Indirect Care Management involves routine coordination, communication and monitoring activities that support the implementation of the care plan and achievement of agreed goals, performed within delegated authority and established governance frameworks.
